Now let's talk about the Board of Veterans Appeals (BVA) and where it comes in the VA claims process. After the regional office receives a veteran's disagreement, they issue a statement of the case and the veteran files a VA Form 9. In some cases, a supplemental statement of the case is also issued. Once the file is certified, the board reviews the evidence and makes a new decision. At the board, there are attorneys and veterans law judges, also known as board members, who make the final decisions on behalf of the VA. These judges are appointed by the Secretary of Veterans Affairs and approved by the President of the United States.
